Office Ally gets paid by some insurance providers to process claims on your behalf, but there are some commercial insurance companies and government agencies who don't pay Office Ally to process claims.
The insurance companies and government agencies that don't pay Office Ally are called Non-Par or Non-Participating providers. Office Ally's list of payers has a column called "Type" and a par provider is shown as a "P" and a non-par provider is shown as a "NP".
